EFNH - Freedom of Access

What we need here is our statement of position & issues related to freedom of access.

Points made so far include:

• The right of anyone to get into the network at a reasonable cost [but not "free"]
• an issue for thought: the right of anyone to be a "source" of material [at a reasonable price] as opposed to just accessing other's materials.
